Dr Gillian Fairfield, DBS Board Chair

Dr Gillian Fairfield has been Chair of the Disclosure and Barring Service (DBS) Board since December 2018.

Gillian has worked in clinical, managerial and leadership roles across different sectors and specialities, in hospitals, general practice and public health.

Gillian has held four different CEO posts in both mental health and acute Trusts, within the NHS.

Ian Johnston, Director for Operations (Disclosure) and DBS Board Member

Ian Johnston is the Director for Operations (Disclosure) at the Disclosure and Barring Service.

Ian became the Director for Operations (Disclosure) at the DBS in June 2014.

Ian came to the DBS following a four-year role as Operations Director at MHA Care Home Group.

Paul Whiting, Chief Finance Officer, Deputy Chief Executive and DBS Board Member

Paul Whiting is the Chief Finance Officer at the Disclosure and Barring Service. He also acts as the Deputy Chief Executive.

Paul took on this role at the DBS in August 2014.

Barry Topham, Chief Information and Digital Officer

Barry Topham is the Chief Information and Digital Officer at the Disclosure and Barring Service.

Barry took on this role at the DBS in January 2017.

Gareth Gregory, Director of Finance

Gareth Gregory is the Director for Finance at the Disclosure and Barring Service.

Gareth took on this role in December 2016.

Gareth started his career at the National Audit Office on their graduate training scheme. Following a year of travelling, he moved to New Zealand in 2006 working for Deloitte as an Audit Manager. He moved into local government, carrying out various roles within Auckland City Council including working on the project to create a ‘super city’ council from the other local authorities in the region.

Gary Blanchard, Chief Operating Officer

Gary Blanchard is the Chief Operating Officer at the Disclosure and Barring Service.

Gary took on this role at the DBS in November 2017.

Before joining DBS, Gary worked in the business process outsourcing industry. He held a number of senior appointments in operations and workforce management, gaining experience in both private and public sector service delivery.

Suzanne Smith, Director of Safeguarding

Suzanne Smith is the Director of Safeguarding at the Disclosure and Barring Service.

Suzanne took on this post at the DBS in May 2017.

Suzanne has specialised in safeguarding for the last 27 years and has a PhD in Child Protection. Suzanne is a qualified nurse and health visitor, and has led safeguarding teams across acute and community sectors of the NHS.

Jenny Mooney, Director of Operations (Barring)

Jenny Mooney is the Director for Operations (Barring) at the Disclosure and Barring Service.

Jenny took on this post at the DBS in September 2016.

Jenny has vast experience in safeguarding and public protection, having spent most of her career in the criminal justice field. She’s held several senior positions in the Prison Service over the last 20 years.

Karen Stages, Chief People Officer

Karen is an experienced senior HR Executive with significant experience across a diverse mix of professions. Responsible for delivery of the People Agenda for DBS.

Catherine Doran has been a Non-Executive Director of the Disclosure and Barring Service since March 2015.

Kath Tunstall, Non-Executive Director and DBS Board Member

Kath Tunstall has been a Non-executive director of the Disclosure and Barring Service since March 2015.

Glenn Houston, Non-Executive Director and DBS Board Member

Glenn Houston has been a Non-executive director of the Disclosure and Barring Service since January 2017.

Caroline Anderson, Non-Executive Director and DBS Board Member

Caroline Anderson has been a Non-Executive Director of the Disclosure and Barring Service since April 2017.
